Rental car from hampton, va to dalton, ga for 13 days?

I’m trying to rent a car for the lowest price available. I’m only 20 and I have no car and no insurance. We plan on our vacation being from Dec. 23rd until Jan 4th and in Dalton, Ga. However, if cost proves to be an issue, we may cut it short. I know that there are some restrictions for going out of state and for being under the age of 21. Can anyone give me some good sites to go to or good quotes? Or would it be cheaper just to fly there and back (2 tickets, coach/economy) and maybe just rent a car on the weekends that we’re there?? I know that Car Rental is cheaper on the weekends.

I check 8 major Car Rental Companies, but they all required a minimum age of 21. They all had underage fees for renters between 21 and 25.

I’m not sure of airfare pricing, but to give you an idea of what the car rental costs WOULD have been (if you were 21) I checked three companies for examples of the 13 day rental of a compact car for those dates:

$602.56 + ($20 x 13) = $862.56 (plus insurance, if you want, plus gas, etc)
Just to give you an idea to compare airline prices.

The only way the car rental companies would rent to someone 20, is if they were active duty military or a federal government employee.
